On February 4, 2009, President Obama signed the Children's Health Insurance Program Reauthorization Act of 2009 (CHIPRA, Pub. L.111-3). CHIPRA includes a requirement that the Departments of Labor and Health and Human Services develop a model notice for employers to use to inform employees of potential opportunities currently available in
the State in which the employee resides for group health plan premium assistance under Medicaid and the Children's Health Insurance Program (CHIP).  Employers are required to provide the model notice to employees beginning with their 2010 or 2011 plan year depending on when the plan year begins.  For more information, go to http://www.dol.gov/ebsa/ and click on the first item under "New and Noteworthy":  Publication of Model Notice for Employers to Use Regarding Eligibility for Premium Assistance Under Medicaid or CHIP • Model Notice

HOSPITAL ASSOCIATION SENDS STRONG MESSAGE TO PHRC ON NEW GUIDANCE

The Pennsylvania Human Relations Commission (PHRC) has published a proposal titled, The Disparate Impact Discrimination Implications of a Denial of Employment Based on a Criminal Record.  The Hospital and Healthcare Association of PA (HAP) sent a strong letter after seeking guidance from HR Directors throughout the state, offering comments on the proposal.
